 Seriously. You add a player who chose a faction you didn't want in for some alien reason, and then make the player goal higher. We're never going to start playing at this rate.

Bavaria wasn't independent. All of the nations listed are independent.

Personally I would have liked being Bavaria.

Might I suggest an idea for the HRE?
It can be made-up of several people each playing the role of one of the specific nations comprising the HRE. For example, one player is Bavaria, another Austria, another-one is Hesse, ect. With the player who controls Austria also the leader of the HRE as a whole. Though his powers are somewhat limited. And once (assuming it happens) the HRE is dissolved, the individual states become their own (full) nations.
If you do accept this idea (or something similar) I would like to apply for;
Bavaria
or
Lippe-Detmold

If not;
The Holy Roman Empire
or
the UK

Beat ya too it buddy. :P
Bavaria is miiiiine! Muah-ha-ha *cough* *cough*!

Though as of yet, he hasn't implemented my idea.  :-\

I'm pretty sure this is intended to just be Europe and the Americas (maybe with Africa).

No it isn't just Europe. The Countries on all other non-player controlled continents will be controlled by me, the GM.

As for Bavaria. It was a state of the Holy Roman Empire. You said so yourself.

The HRE wasn't exactly a single nation. It was like a conglomerate of nations with one guy controlling it all.

Ok fine, everyone can be whoever they want but there's only one slot left.
If you're a vassal nation (like a state within the Holy Roman Empire) you must pay tax to them and follow the orders of the Empire's leader. If you fail to comply you'll lose half of your armed forces and a quarter of your income and you'll make an enemy of the Kaiser.
